A major flood in July 2019 necessitated maximum demolition and reconstruction of the Project Room 2 (PR2) area located in the basement of Building 1 at the Naval Surface Warfare Center, Carderock Division (NSWCCD).

The Problem

The Navy lost complete usage of a critical and highly-secured space within Building 1. In order to restore use a full renovation of the space was required. The larger challenge was that the Government needed the space to be fully renovation within 90 calendar days of contract award to ensure that the space could be fully certified for immediate use as a Sensitive Compartmentalized Information Facility (SCIF). The project required coordination between all major trades including demolition, HAZMAT, mechanical, electrical, drywall, framing, flooring, fire alarm and sprinkler, furniture and other communication trades.

Our Solution

As prime general contractor, CQS managed the comprehensive demolition of all existing infrastructure including hazardous material abatement, and the installation of new framing and partition walls, new Heating, Ventilation, and Air Conditioning (HVAC) system installation (Variable Air Volume (VAV) and split system air handlers), new electrical distribution system, new lighting, new telecommunication systems, new security items, new furniture, painting, flooring, cleanup, and incidental related work. In addition, our in-house BAS team, designed, programmed, installed, and commissioned a new Direct Digital Control (DDC) system to accommodate all new space HVAC equipment

Results

As prime general contractor, CQS:

  • Achieved substantial completion within the contractual period of performance of 90 calendar days
  • Managed greater than 15 trades including but not limited to:
    • General Requirements and Demolition (Div. 01), Existing Conditions (Div. 02), Concrete (Div. 03), Metals (Div. 05), Painting (Div. 09), HAZMAT Remediation (Div. 10), Office Restoration/Fit Out (Div. 09, Div. 11, Div. 12), Fire Sprinkler (Div. 21), MEP/HVAC (Div. 23), Electrical (Div. 26), Fire Alarm (Div. 28).
  • Self-performed all BAS-related work
  • Provided critical coordination between the Government and all subcontractors
  • Managed quality control and safety for project success
  • Turned over a fully commissioned SCIF per plans and specifications
